Well it's safe to say that Lucifer is familiar with Kaneki at this point, so while he may not go to him to spook it up, I'd be more than happy to offer Lucifer as a go between to directly get him interacting with unsavory characters that might get him misbehaving again. That's Lucifer's ultimate motivation, so if I can use it to help you get more villain CR, I'd be thrilled to.
