Here's the tl;dr version of Part I:
1. Dean is a demon, he's taken up torture and murder under Lucifer's wing, and they've been honing his skills using the worst of the worst denizens of Maurtia Falls.
2. The first few disappearances were picked up by the MFPD and investigated by RISE (Sabriel); crime scenes were found abandoned and doused in blood.
3. No bodies were ever found.
4. Lucifer changed his abduction technique so there was no longer a line of inquiry, but people in MF kept disappearing, some of them legitimately.
5. PART II: THIS IS WHERE YOU GET INVOLVED

So tl;dr:
1. Crime Scene on the 9th with dead body for investigation shenanigans
2. Majority Report on the 10th with composite IDs of Lucifer and Dean posted as Wanted For Questioning
3. Lucifer turns himself in, and characters can question him
4. Demon Dean in a manhunt, and characters can fight and capture him
5. Once captured, Dean needs to be cured.

To recap, characters can get involved investigating the final crime scene, questioning Lucifer and capturing and curing Dean, then questioning him. Both may go to trial, if the right information, fingerprints etc, are collected at the crime scene, or drawn out of them during questioning, or RISE can cut a deal with Dean to limit his sentence if he gives them Lucifer.
