Guide to the Devil
If your character is meeting Lucifer IN PERSON for the first time:
Lucifer is an archangel, i.e. not just a little bit an angel. He has a spiritual presence beyond his physical one, which beyond-human characters may be able to pick up on. His grace feels like a magical weight, like standing in the middle of a storm cloud, that not only can be felt like a heavy presence in the room, but the more delicate will pick it up from a distance.
Also those with some kind of magical sight may see that he is more than human. His true physical form would burn out the eyes of anyone not powerful enough to look upon him, but it's restrained here, nethertheless someone spiritually supernormal would see that light was filling up Lucifer's vessel, barely restrained by it, and the visual image of wings might also be seen.
He projects a feeling of cold to anyone in his presence.
None of these things are visible over the network.
Permissions:
Your character doesn't have to have EXPLICIT REASON to be excused from any of the following powers. If you just don't want Lucifer doing it, then don't hesitate to put NO to any of the below.
Soul Reading: Lucifer can see into the souls and sins of people he comes upon. This is how he gets around performing his manipulations.
Dream Walking: Lucifer can project himself into people's dreams, and manipulate what they see.
Time distortion: Again via illusions, Lucifer can distort the feeling of time for up to two minutes, in order to snatch a moment alone with them.
Seeking: Lucifer can seek people out who aren't explicitly hidden to him, and fly to them in moments.

Dream Walking: Yes to all three. Dorian dreams of former flings, current flings, and having a good time. His dreams feature a lot of dead people. Hime dreams of seeing her parents again, seeing her friends again, occasional 'I am a superhero and I am going to punch things' dreams and that one dream where you're called on in class and don't know the answer. Owen rarely dreams, but occasionally he dreams of flying and flitting around and basically being Puck and isn't that just super weird for a boring guy like Owen to dream about that.
Time Distortion & Seeking: Yes for all three.
Prayer: yes for all three! Owen and Dorian don't pray, but Hime occasionally prays that her family and kingdom are safe back home and that she'll eventually get to see her friends again. :( she also prayed to a box in canon and is bffs with god so that's...something.
